Overdose Prevention Centers and Eliminating Penalties for Drug Possession: Exploring Health Centered Approaches to Addressing Substance Use

Join the VMS on Monday, September 25th 12-1pm for a webinar (virtual via zoom) which will include national experts sharing the evidence for authorizing overdose prevention centers and eliminating criminal penalties for possessing personal use quantities of illicit drugs, two topics likely to come before the Vermont legislature in 2024.

Office of Professional Regulation Assessing Licensing Regulations for its Mental Health Professions - Feedback Requested


The Office of Professional Regulation(OPR) is conducting a study to assess Vermont’s mental health profession licensing regulations. This study will evaluate the potential for streamlining Vermont’s mental health profession licensing processes, whether additional regulation of supervisors for mental health professionals-in-training is necessary, and how OPR can more effectively and equitably address barriers to the mental health professions.  Click here to read the Act (page 8).

Johnson Health Center Announces First Naloxone Vending Machine in Vermont

The Johnson Health Center will unveil the State's first Narcan vending machine on Thursday, August 31st at a ceremony at 9am at the health center in Johnson. Naloxone vending machines were part of the recommendations provided by Vermont's Opioid Settlement Advisory Committee and each one holds approximately 300 naloxone nasal sprays, are available 24/7, free of charge, and each naloxone nasal spray comes with information directing individuals to resources for substance use disorder treatment and support. The health center invites the community and policy leaders to take part in the ceremony, which is scheduled on Opioid Awareness Day, and will feature Commissioner of Health Mark Levine, MD. 

Recognize Xylazine-Induced Skin Ulcers from IV Drug Use

In October 2021, VDH published a data brief on Xylazine Involvement in Fatal Opioid Overdoses. As Xylazine-Induced Skin Ulcers become a national public health crisis, learn more about the manifestation of disease and treatment options in VisualDx. These skin Ulcerations are thought to be caused by the vasoconstrictive effects of the drug and are not limited to the site of injection. These wounds often worsen more quickly than other skin wounds. There are graphic images of the ulcers in the VisualDx diagnosis writeup.

HHS Selects the First Drugs for Medicare Drug Price Negotiation

Today, the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), announced the first 10 drugs covered under Medicare Part D selected for price negotiation under the Inflation Reduction Act. The negotiations with participating drug companies will occur in 2023 and 2024, and any negotiated prices will become effective beginning in 2026. Medicare enrollees taking the 10 drugs covered under Part D selected for negotiation paid a total of $3.4 billion in out-of-pocket costs in 2022 for these drugs.

The selected drug list for the first round of negotiation is:

  • Eliquis
  • Jardiance
  • Xarelto
  • Januvia
  • Farxiga
  • Entresto
  • Enbrel
  • Imbruvica
  • Stelara
  • Fiasp; Fiasp FlexTouch; Fiasp PenFill; NovoLog; NovoLog FlexPen; NovoLog PenFill

These selected drugs accounted for $50.5 billion in total Part D gross covered prescription drug costs, or about 20%, of total Part D gross covered prescription drug costs between June 1, 2022 and May 31, 2023, which is the time period used to determine which drugs were eligible for negotiation. For the full press release, click here

Volunteer Opportunity in Honduras

Cape Cares is a nonsectarian nonprofit organization that has been sending medical-dental teams to rural Honduras for about 30 years. Free State Park Passes for Your Patients

In our 10th Year for this program, the Vermont Governor’s Council on Physical Fitness and Sports and the Vermont Department of Forests, Parks, and Recreation proudly offer free day use State Park Passes for your patients.

The prescriptions are distributed to physician offices. The purpose is to give physicians and their colleagues a meaningful way to discuss with their patients the importance of outdoor exercise and the obvious connection between exercise and good health. This year we hope to reach as many diverse groups as we can. 

If you have questions or if you are interested in participating this year, please let us know at dbutsch@gmail.com. Please let us know how many prescription pads of 50 each you think you will be able to use when you reach out and if you are interested in posters that we may be able to send you.

The prescriptions are numbered and we hope to be able to tell which of your prescriptions were turned in at a State Park if you ask in the fall.

Reaching People Where They're At: Smoking Cessation Treatment Delivery at Your Door

August 30, 2023 from 12pm to 1pm ET

Presenter Matthew Carpenter, PhD, Professor in the Department of Psychiatry & Behavioral Sciences and co-leader for the Cancer Control Program at the Hollings Cancer Center of the Medical University of South Carolina will discuss novel ways to deliver evidence-based treatment for smoking cessation within and across rural areas. It will focus on 4 separate clinical trials of medication sampling, each demonstrating feasibility and efficacy of a simple yet novel treatment approach to reach a broad spectrum of smokers, including those who may not yet want to quit.

Osteoporosis Update for Primary Care November 2nd

This conference is designed to improve the skills of the primary healthcare team, as they are often the first to encounter patients who have (or are at risk of developing) osteoporosis.
